The Access to Information and Protection of Privacy Act, 2015 (ATIPPA, 2015), requires that a comprehensive review of the provisions and operation of the Act be undertaken every five years. On May 20, 2026, pursuant to s. 117 of the Act, the Minister of Justice appointed Keri-Lynn Power, LLB (Hons), LLM as a Committee of one to conduct the review. The Committee’s final report is due on or before January 31, 2027.
The purpose of the Act is set out in s. 3:
3. (1) The purpose of this Act is to facilitate democracy through
(a) ensuring that citizens have the information required to participate meaningfully in the democratic process;
(b) increasing transparency in government and public bodies so that elected officials, officers and employees of public bodies remain accountable; and
(c) protecting the privacy of individuals with respect to personal information about themselves held and used by public bodies.
In accordance with its Terms of Reference, the Committee will review the provisions and operation of the Act with a particular emphasis on the protection of privacy and, as appropriate, make recommendations intended to ensure that the objective of the Act is realized.
The Committee will provide full opportunity for participation by the public, public bodies and interested parties including but not limited to written submissions, thoughtful comment , consultations and hearings either in person or virtual. All comments and submissions received will be made available on the Committee’s website and all hearings will be public.
